Can Solar Panels Be Recycled?

Yes.

Most of a solar panel is made from materials we already know how to recycle. Glass alone accounts for about three-quarters of a typical panel's weight, and aluminum, copper and other materials can also be recovered.

The harder question is not whether solar panels can be recycled. It is how much material can be economically recovered, where recycling is available and how end-of-life panels should be handled.

Those systems are improving, and responsible end-of-life planning is an important part of solar's future.

Solar Panels Are Designed to Last for Decades

Before talking about recycling, it is important to put the timeline in perspective.

Most modern solar modules carry 25- to 30-year performance warranties, and reaching the end of a warranty does not mean a panel suddenly stops producing electricity.

Solar modules gradually lose a small amount of output over time and can continue producing electricity well beyond their warranty period.

That means a solar system installed today may not face an end-of-life decision for decades.

Still, at Northwind Solar, we believe responsible solar should include thinking about the entire life of the system, including what happens when equipment is eventually retired.

What Is Inside a Solar Panel?

Most residential and commercial solar panels installed today use crystalline-silicon technology.

A typical module contains:

  • Glass, which makes up roughly 75% of the panel's weight
  • An aluminum frame
  • Silicon solar cells
  • Copper wiring
  • Small amounts of silver and other metals
  • Polymers, encapsulants and a backsheet
  • A junction box and electrical connections

More than 85% of a typical PV module is made from materials such as glass and aluminum that already have established recycling pathways.

The challenge is separating those materials efficiently.

Solar panels are built to survive decades of weather, which means their layers are intentionally bonded together. That durability is good while a module is operating, but it makes recovering individual materials more complicated at the end of its life.

Can All of Those Materials Be Recovered?

Many can.

Current recycling processes can remove aluminum frames and junction boxes and recover significant amounts of glass, copper and other materials.

Recovering smaller quantities of high-value materials — particularly silver and high-purity silicon — is more technically and economically challenging.

The U.S. Environmental Protection Agency describes solar-panel recycling as a growing industry. Researchers and recyclers are continuing to develop processes that can recover more material at higher purity and lower cost.

So the technology exists.

The larger challenge today is making comprehensive recycling economical and widely available.

Why Aren't All Solar Panels Recycled Today?

Cost remains one of the biggest obstacles.

Historically, disposing of a solar panel in a landfill has often cost less than recycling it.

A U.S. Department of Energy analysis published in 2022 cited recycling costs of approximately $15 to $45 per module, compared with landfill fees of roughly $1 to $5 per module, excluding transportation.

Those figures are not universal current prices, but they illustrate why the industry has focused so heavily on reducing recycling costs.

As recycling volumes increase, new facilities open and recovery technologies improve, the economics can continue to change.

DOE has specifically identified lowering recycling costs and improving material recovery as priorities for creating a more circular solar industry.

Are Solar Panels Hazardous Waste?

Not necessarily.

Solar panels are not automatically classified as hazardous waste.

According to the EPA, some discarded panels may meet the definition of hazardous waste because metals such as lead or cadmium can be present at concentrations high enough to fail toxicity testing.

Others do not.

EPA notes that panels can even differ in their hazardous-waste classification within the same model and manufacturer.

That is why proper end-of-life handling matters.

What Are the Rules in Wisconsin?

Wisconsin has specific guidance for managing used solar panels and components.

For panels removed from homes and managed as household waste, Wisconsin's household-waste exemption generally applies. The Wisconsin Department of Natural Resources encourages recycling, although a landfill may accept qualifying non-hazardous household panels.

Businesses, farms, utilities and other non-household generators have additional responsibilities.

If panels are being discarded rather than reused, the generator may need to determine whether they qualify as hazardous waste.

If a panel is determined to be hazardous waste, it cannot be disposed of in a normal solid-waste landfill or incinerator. It must be managed through an appropriate recycling, treatment or hazardous-waste disposal pathway.

Wisconsin currently has no active hazardous-waste landfills.

For current requirements, Wisconsin DNR publishes Managing Used Solar Panels and Components, which covers collection, storage, transportation, recycling and disposal.

Are Solar Panels Part of E-Cycle Wisconsin?

No.

E-Cycle Wisconsin covers specific categories of consumer electronics such as computers, monitors, televisions and certain other devices.

Solar photovoltaic modules are not one of the electronics covered by that program.

However, Wisconsin DNR separately provides guidance for organizations collecting, storing, transporting or processing used solar panels.

Where Can Wisconsin Solar Panels Be Recycled?

Solar-panel recycling capacity in the United States is growing.

One option close to home is Dynamic Lifecycle Innovations, headquartered in Onalaska, Wisconsin. The company has offered solar-panel recycling and has participated in the Solar Energy Industries Association's recycling network.

Nationally, dedicated PV recycling companies and manufacturers are also expanding capacity.

Qcells, for example, launched EcoRecycle by Qcells in Georgia in 2025. The company says the facility is designed to process roughly 500,000 solar panels per year at full capacity and recover materials including aluminum, glass, silver and copper.

The Solar Energy Industries Association also maintains a national network of recycling and refurbishment providers.

Reuse May Come Before Recycling

Recycling is not always the first option.

A panel removed from one system may still have years of useful electricity production remaining.

In some situations, a functional module can be reused or refurbished rather than immediately broken down for raw materials.

EPA and DOE both recognize reuse as one possible end-of-life pathway.

Whether reuse is practical depends on the panel's condition, electrical compatibility, certification requirements and intended application.

But keeping a functional panel in service longer can be an important part of reducing waste.

What About the Energy Used to Manufacture Solar Panels?

Manufacturing solar panels requires energy, just like manufacturing any major piece of energy infrastructure.

The relevant question is how long it takes a solar system to generate the same amount of energy that was required to produce it.

This is called energy payback time.

Current research from Fraunhofer ISE estimates energy payback for modern silicon PV systems at roughly one year, depending on location and system conditions.

After that energy has been recovered, the system can continue producing electricity for decades.

That long operating life is one of the reasons solar performs strongly when evaluated over its full life cycle.
